Mark was born in Jersey and educated at Victoria College. He then studied at Lanchester Polytechnic, earning a BA degree in economics, and the University of Reading, where he was awarded an MA in Contemporary European Studies. Mark’s business career largely comprised leading financial trade associations. In 1999, he established his own consultancy business, focusing on trade associations, public policy, and housing finance in emerging markets.
Alongside his consultancy work, Mark has been actively involved in the third sector. He has chaired one of Britain’s major housing associations, founded a community foundation, and spent 17 years as an unpaid member of the City of London Corporation, ultimately serving as the political leader of the City from 2012 to 2017.
In Jersey Mark has served as Chair of the Jersey Competition Regulatory Authority, the Jersey Development Company and Andium Homes and has done a number of consultancy projects for the Jersey Government. Mark is a keen student of Jersey history, his publications including Jersey’s Population – A History. Currently, Mark is Senior Advisor to the Policy Centre Jersey, the Island’s independent think tank. He has recently completed a nine-year term as Chair of Link, the company responsible for Britain’s cash dispenser network.
